Let's maybe focus on an intermediate problem: trades that significantly affect the competitiveness of the league.
This is a completely different thing than what you stated initially, is extremely subjective, and already has the single largest part of our bylaws committed to it. I've posted that below for your reference.
"Trade Council
1. One person per Division serves on Trade Council. One person per Division will
serve as alternate. Whenever someone serving is unavailable for a complete busines
day*, the alternate will be emailed and will be active. This is a 1 year seat which
rotates so that all will eventually hold it.
2. This council will develop guidlelines to propose to the league for approval.
3. If a concern is raised during the draft, it must be brought to the attention of all 4
commishes immediately, so that they can hold up the draft.
4. That concern must be shared by at least 3 owners. Commissioners will email the
league. The concern will receive no more than 3 working hours* to obtain the
minimum of 3 concerned owners.
Note that:
A. Trade council may begin voting right away. If decision comes quicker than the 3
concern minimum, then we're done.
B. Any of the commishes can count as one of the 3 concerned owners.
5. Any concerns which receive a backing of 3 or more owners within 3 working
hours*, will extend the delay of draft up to 1 working day*. During this time a
reversal decision must be made, or the trade will stand.
6. Members of the trade council from the same division as those owners involved in
the trade will NOT participate in the decision.
7. Trade Council will NOT discuss the trade in question. Commishes will point out
relevant factors. Each member of council participating in the particular trade vote
will email all 4 commishes with their vote of either Let Stand or Overturn.
8. In the case where there are 4 Trade Council Members involved in a vote, the vote
will be decided and drafting will resume:
A. When 2 Let Stand votes are received.
B. When 3 overturn votes are received.
C. When 3 hours pass without gaining 3 concerned owners.
9. In the case where there are 5 trade council members involved in a vote (trades
within division), the only change is that 3 Let Stand votes would be needed.
10. If 1 business day passes without enough votes to settle the issue, the
commishes will contact appropriate alternate(s). Note that this should never
happen, as trade council members should have already alerted league to use
alternates vote if they will be unavailable for a complete business day. The
alternate(s) will have 3 business hours to get their vote in.
11. If after this 3 hour slot of second day, decision is still not made, commissioners
office will decide within 1 hour and let the draft resume.
*Business Hours will need to be decided upon. Am assuming it will be something
line M-F 9-5 est.
12. If there are more than two Divisions involved, we activate the alternates:
A. If 3 Divisions, then we have 6 voting. 3 let stand votes will let stand.
B. If 4 Divisions, then we have 4 voting. 2 let stand votes will let stand.
C. If we have more Divisions involved in a trade, we will contact Guinness and get
back to you."
