Alright, we have to do something about COVID IR situation, hopefully for just this season, and there are many longstanding issues/complaints/suggestions with the IR rule in general, outside of COVID impacts. I've laid out what i think are most of the relevant issues in this regard for both situations. I will then lay out a proposal that I think is simple, and will address both IR rule concerns adequately enough to adopt quickly. Please read through, post any comments or questions you may have, and vote for an option below. It's also helpful for tracking if you post a message saying what you're vote was.
COVID-19
-I think it's pretty clear that there is tons of potential for this to be used a bunch by teams this year and with lots of short notice. A max of 3 IR slots just isn't enough. I think our owners need to have much more flexibility to get through this season.
-An unlimited IR, even if it's just the COVID IR, has been the most common and widely adopted solution for leagues of most types. I think we need the same for 2020.
GENERAL IR Rule Issues
- A max of 3 slots for the whole year is not enough (most common complaint, by far)
- Screws owners that have lots of injuries early
- Changes in the last 5-7 years for the NFL IR rules (concussion IR, designated returnee, etc) are not accounted for with the current rule.
- The qualification for IR that is "listed as OUT for 2 consecutive weeks" is problematic in that it creates lots of gray areas for eligibility in a few ways, makes the IR much easier to abuse, and unnecessarily complicated (personal pet peave). I am certain there was a specific reason this clause was initially included 15 or 20 years ago. My theory is that it had to do with how teams and the league calendar caused problems for MFL reporting/tracking. Regardless, I don't see what the intended benefit for its further inclusion would be but I'm open to feedback.
- I can't bring a guy off of IR if he's the designated returnee.
- There is no guidance at all application of IR players to the rules of trades.
Proposal for the IR rule change:
- Eliminate the "out 2 weeks clause"
- Unlimited IR slots for any type of IR designation
- A player designated to return can be activated from IR but they must be accounted for on the 42 man roster
- IR players can be traded but both sides have to make appropriate accounting for their 42 man roster at the time of the trade
- One clause: An owner may not put a player on IR if that owner has 5 or more players already on IR AND the player was on IR at the time the owner acquired him. The idea is to make sure someone isn't just picking up every IR player they can and stashing them all season.
I think this is a viable, easy solution that fixes both the immediate and long-term issues for IR. I know it's not perfect, but I'm hoping a majority will support it. Regardless, I'm open to any and all feedback. Please do so soon.
